What is Temperature?
Temperature is a degree of 'heat' or 'cold' that can be measured using a Thermometer. It's also a
measure of how fast the atoms and molecules of a substance are moving. Temperature is measured
in degrees on the Fahrenheit, Celsius, or Kelvin Scales.

What is Wind Chill Value?
The Wind Chill Value is the Temperature your body feels [that is, a subjective sense of
relative  discomfort
] when the Air Temperature is combined with the Wind Speed. The higher
the Wind Speed the faster exposed areas of your body lose heat and the colder you feel.

Some years ago Environment Canada tried ~ unsuccessfully ~ to move Canadians to a
'more accurate'/less subjective way of expressing Wind Chill. This method was/is based
upon the actual 'rate of heat-loss' rather than 'perception/feel'. Unfortunately, this
technically-preferred
method proved to be unpopular with the large majority of the Canadian
public, so, it was dropped!

  Some Helpful Winter Advice
       

Be sure your thermostat is located in an area that is not too cold or too warm.

Install an automatic timer to keep the thermostat at 18-20 degrees [Celsius]
during the day and 12-15 degrees at night.

Wear warm layered clothing indoors during really cold weather.

Install storm or thermal windows and outer doors.

Open drapes and shades in winter to let in the sunshine.

Prune any branches on shade trees that might block Winter sunlight.

Remove awnings that may block the sun from the house interior.
        

Seal off any place where heat might escape. Check for cracks and holes
around windows, doors, or in the foundation.

Weather-strip doors and windows. Don't forget attic and basement doors.

In colder areas it makes sense to move larger furniture away from exterior
walls.

If possible, heat only those rooms that you regularly use.

For long-term absences turn the heat down and lower the water heater settings.

Wrap heating ducts with insulation. Putting insulation around water pipes
that need it is also an energy saver.

Frequently dust or vacuum all heat vents, furnace filters and heater surfaces.
